safety for all users of the transportation system by increasing
support for enforcement and education. |
- Increase
spending on bike, pedestrian and traffic safety.
- Amend
state law to allow municipalities to use photo enforcement
technology to ticket vehicles that run red lights, speed,
or violate the rules of carpool lanes.
- Amend
state law to allow residential speed limits to be set below
30 mph.

When vehicle drivers
speed, ignore red lights, and fail to follow the rules of the road, they
put themselves, their passengers and pedestrians and bicyclists at risk.
This hostile environment discourages walking and bicycling. Transportation
safety can be significantly improved through additional education and
enforcement. Often, these investments are less expensive
than making structural changes to roads, intersections, and bridges.
Many
states and municipalities use photo enforcement because it is a fair
and cost-effective way to reduce traffic violations and improve
safety.
Many states, including Wisconsin and Michigan, allow cities to establish
residential speed limits lower than the 30 mph minimum permitted by
Minnesota law. A pedestrian’s risk of being killed in a traffic
crash decreases dramatically when vehicles are traveling at 20 mph
rather than 30 mph.
